Police identified the two suspects as a 17-year-old from Paramount and a 15-year-old Long Beach resident.
Long Beach resident Javier Rodriguez, 47, was taken into custody around 6:50 a.m. in the 2300 block of East 15th Street, police said.
The arrests were made by a task force that included the LAPD and LBPD as state and local officials continue to crack down on street takeovers and illegal racing.
The firefighter is expected to make a full recovery after helping to douse flames that were burning through the roof of a home on Monday afternoon.

The fatal crash occurred around 9:12 p.m. in the 2500 block of Atlantic Avenue when the driver of a 2017 Honda Civic crashed into a parked big rig truck.
Reports described that a semi-truck and a vehicle collided around 2 a.m., causing the semi-truck to turn over on its side and roll for “some distance,” Long Beach Fire Captain Jack Crabtree said.
The crash on the southbound freeway at Long Beach Boulevard occurred a little after 5:50 a.m., with initial reports detailing a crash involving a Ford truck and a Honda Civic, the California Highway Patrol reported.
After a fight with an employee, the suspects fled the scene in a gold-colored Lexus sedan, authorities said.
