The City of Long Beach <a href=\"http:\/\/www.longbeach.gov\/acs\">Animal Care Services\u00a0<\/a>received funding for a full-time registered veterinary technician to help with the admissions procedures and shelter population health, and converting the existing part-time outreach position to full time. Duties include marketing and advertising of all ACS programs, highlighting them through traditional and social media outlets, and keeping accurate records; scheduling and attending special events in the community and the shelter; updating the photos on <a href=\"https:\/\/www.facebook.com\/LongBeachAnimalCare\/\">the shelter\u2019s Facebook page\u00a0<\/a>and other social media; respond to public inquiries; and most importantly, building relationships with rescue groups and partners to increase live outcomes for the shelter\u2019s pets. The item passed after a motion by Fifth District Council Member Stacy Mungo, who said that the funds will be used in accordance with the results of a shelter audit from City Auditor Laura Doud. According to Meghan King, Communications Manager for the City Auditor\u2019s office, the shelter audit was undertaken to evaluate ACS\u2019s operations and determine the extent to which policies, procedures and practices are effective. She anticipates the release of Phase One by the end of the year and Phase Two to be published later this year.<\/p>\n<p style=\"background-image: initial; background-position: initial; background-repeat: initial; background-attachment: initial;\">\u201cWe believe it is possible that the budget allocations are a result of the audit, as we have been communicating with Parks, Recreation and Marine management regarding audit progress,\u201d King said. \u201cThis helps ensure all findings are thoroughly vetted. It also gives management an opportunity to begin to make changes and request additional resources to implement improvements.\u201d<\/p>\n<p style=\"background-image: initial; background-position: initial; background-repeat: initial; background-attachment: initial;\">\u201cI made a motion to utilize $50,000 of funding that came in slightly higher than expected to cover this one-time investment,\u201d Mungo said. \u201cAnimal Care Services wrote an extensive list of reasonable asks, with strong justifications as to why. I trust Laura Doud&#8217;s office will provide a menu of areas for improvement. Once Parks and Rec has had time to assess what can be done in the near-term and where more strategic investments need to be made, we will then assess what is possible, and how much more will be needed and on what schedule. \u201cI think contributed partnership with advocates along with potential savings from <a href=\"http:\/\/longbeach.legistar.com\/View.ashx?M=F&amp;ID=5391306&amp;GUID=344507C6-A00D-403F-8F60-0CDC873DC2AC\">agenda item 23\u00a0<\/a>where I proposed, in partnership with Vice Mayor Richardson, a savings target to prepare for future budget shortfalls, could allow us the breathing room to maintain the funding animal care will need as we transition to a more active shelter.\u201d<\/p>\n<p>Mungo expressed the council\u2019s support for better programs for the City and said that there are continual appeals from the community for rescuing and supporting shelter animals. She stressed the importance of the council hearing the shelter needs from the community&#8217;s perspective.<\/p>\n<p>And hear those needs they did, in the form of vocal advocacy from a newly formed shelter-pet-advocacy group. With its members garbed in white shirts and blouses and holding up signs declaring support for shelter animals, the <a href=\"https:\/\/www.facebook.com\/LBANIMALADVOCATES\/\">Long Beach Animal Advocates\u00a0<\/a>(LBAA)\u00a0attended every City Council meeting that pertained to the budget. It can also be reasonably assumed that LBAA\u2019s continued presence at the meetings was a reason for the grant. The group\u2019s members were adamant about working with the shelter to get the animals\u2019 needs met and to hopefully reach a goal of 90 percent no-kill through additional shelter funding, grant writing, strengthening adoptions and volunteer program, and implementing a foster program for ACS animals. The existing foster program comprises only pets from\u00a0<a href=\"http:\/\/wwwspcala.com\/\">spcaLA<\/a>, which shares the P. D. Pitchford Companion Animal Village with ACS.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" size-full wp-image-56117\" src=\"https:\/\/lbpost.com\/wp-content\/uploads\/2017\/10\/Long_Beach_Animal_Advocates.jpg\" alt=\"Long Beach Animal Advocates\" width=\"640\" height=\"320\" \/><\/p>\n<p><i>LBAA\u2019s member collage, with their steadfast vows of advocacy. Graphic courtesy of LBAA.<\/i><\/p>\n<p>LBAA\u2019s founder, Emily Ghosh, said that she\u2019s grateful for the additional funding, but it\u2019s only a beginning.<\/p>\n<p>\u201cWe need to make sure that the money is used in the maximum way to save lives,\u201d Ghosh said. \u201cAnd I plan to be vigilant about how the money\u2019s spent. The shelter is short-staffed, inundated and short of funds. There\u2019s a ton of other programs that need to happen, and this should be done. We\u2019re actively looking to engage more members of the community in our advocacy effort, and we will have events for the community to join us.\u201d<\/p>\n<p>The shelter has been focusing on constructing the new doggie-play-group yard, which had been funded prior to the additional $50,000 grant. ACS Manager Ted Stevens said that training for staff and play groups are part of the implementation of the yard. Ghosh said that besides this project, she\u2019d like very much to see an increase in hours for staff, the aforementioned foster program serving shelter pets, and community projects such as snazzing up the screened-in \u201ccatio\u201d for adoptable cats to frolic and laze in.
