The case involving a wanted felon accused of entering women’s restrooms at Cal State Long Beach over a month ago is scheduled to be presented to the city prosecutor’s office on Wednesday by detectives, according to university police officials.
Justin Robert Wong, 28, was arrested on Thursday, October 29, after several women reported that he had entered multiple women’s restrooms on campus during the span of a week, CSULB Lt. Rick Goodwin said.
Wong was found to have a $130,000 domestic violence warrant from the Riverside County Sheriff’s Department (RCSD) out at the time of his arrest. He was transferred to a correctional facility in Riverside County on November 3, and released two days later.
Wong was not a student at CSULB.
During Wong’s arrest, authorities issued him a notice to appear in court for “entering the restroom designated for the opposite sex,” a violation of Long Beach’s municipal code, said Goodwin.
Wong has previously been charged by the RCSD with making terrorist threats, inflicting corporal injury, and grand theft of property—all felonies, according to the RCSD’s inmate database.
Wong could possibly face city jail time and a fine. Detectives also plan to ask prosecutors to ban him from campus through a stayaway order.
Officials received several calls during the week of Monday, September 28 regarding a suspect entering women’s restrooms.
At 10:00AM on Monday, September 28, a woman reported hearing a male voice say to her “…you should wear pantyhose with that dress,” while she was inside a toilet stall in the women’s restroom, located on the second floor of Peterson Hall 2 in the upper campus.
The woman said before entering the restroom she felt she was being followed by a male Hispanic, riding a dark-colored mountain or beach cruiser-type bike. The man was described about 5 feet, 7 or 8 inches tall, medium build, light color skin, wearing shorts and a blue and white Hawaiian-print shirt.
On Thursday, October 1, three more women reported suspicious activity, officials stated.
At 6:50PM, a woman said she saw a man matching the previously-described suspect inside the women’s locker room at the Department of Kinesiology building in the lower campus. The suspect was described as a white or Hispanic man, bald or with short hair, wearing a black hoodie and black pants.
At 7:10PM the same day, two women reported similar activity, according to officials.
The first person reported seeing a Hispanic man walking into the women’s restroom located near room 303 at the University Student Union. The woman said the suspect wore a black T-shirt, black pants, and carrying a black backpack.
The second person said that as she stepped out of a restroom stall in the women’s restroom located on the third floor of the University Student Union she saw a light skinned Hispanic man walking away from her, toward the doorway, officials stated. She described the suspect as bald, wearing a black T-shirt, black knee length shorts and pushing a black bicycle.
