Last year, City Auditor Laura Doud and her team unveiled a huge discrepancy: the City was missing some $17.6 million in uncollected parking tickets from the three years previous. And her work garnered Doud and her auditors the 2012 Bronze Knighton Award from the National Association of Local Government Auditors (ALGA).

In March of 2012, Doud released a shocking audit report that displayed how an archaic, inefficient system which tracks citations– AutoPROCESS, used only by Long Beach and Pasadena, who is still in the process of replacing their system–used excessive staffing resources and lacks the ability to properly keep track of information. This ultimately resulted in the multi-million dollar deficit.

This marks Doud’s third Knighton Award honor. Her first, in 2009, recognized her audit of the Long Beach Museum of Art, which ensured that the organization could establish a plan to repay the money it owed the city. Her second, in 2010, recognized her Towing Operations Audit. Her office was also recognized in 2008 by the ALGA for its astounding website.

The ALGA’s honor highlights multiple auditors across the nation–small, midsize, and metropolis cities–that exemplify the best performing audit reports. Amongst those honored in the midsize cities category were Multnomah County, Oregon and San Jose.
