The Press-Telegram is reporting that the Long Beach City Council voted Tuesday in a 5-3 decision to limit the allotted time and number of times a person may comment on any agenda item – a proposal that many disagree with.  Mayor Foster insists that the measure will help meetings move more smoothly, and the plan is explained in more detail by this excerpt from the PT:

Under the new policy, the public has three minutes to speak only once about any items on the consent calendar. The public would only have extra time to speak to a specific item if a council member pulls it.
