The City Council officially established current deputy city manager Tom Modica as the new assistant city manager in a unanimous vote. Modica will step into his new role this Saturday, November 15.

ModicaCity manager Pat West appointed Modica to the position in late October but had to wait for the council to inaugurate him at this week’s council meeting.

October 24 | City Manager Pat West has appointed current Deputy City Manager Tom Modica to the position of Assistant City Manager, a move that will require the final confirmation of City Council on November 11.

“Tom Modica is highly qualified to fulfill the duties of Assistant City Manager,” said City Manager Patrick H. West. “Throughout his city service, Tom has demonstrated excellent leadership, problem-solving, budgetary, and communications skills. He has developed a reputation for being one who is not afraid to take on and resolve complicated issues, engage the community to solve problems, and provide candid and thoughtful input on a wide variety of important issues.”

As Assistant City Manager, Modica’s roles will be to support the City Manager and help with various functions of the City Manager’s Office. In the absence of the City Manager, the assistant city manager will step in and assume all duties.

During his time as Deputy City Manager, Modica oversaw external affairs and special initiatives; maintained oversight over government affairs, communications and regional initiatives like water quality, transportation, regional planning, and state and regional funding issues.

Modica also oversees the Tidelands Capital Improvement Division, which is responsible for a planned $275M capital improvement program in the city’s coastal area in the next five years. This includes the rebuild of the Belmont Beach and Aquatics Center.

West expects to announce appointments to several other key city positions within the week.
