Six siblings of a man who died last year after a transient threw flammable liquid into his car outside of a 7-Eleven filed a negligence and wrongful death suit Friday, naming the convenience store chain, the City of Long Beach and the suspect accused of the crime. 

63-year-old Jerry Payne died three days after he was attacked in the parking lot of the 7-Eleven on Pacific Coast Highway and Clark Ave. on April 12, 2013, when a homeless man who had been known to frequently panhandle outside the store allegedly caused Payne’s parked vehicle to burst into flames while the man was inside. 

Named in the family’s suit is suspect Raymond Sean Clark, who was arrested at the scene and is facing murder charges. Also named are the owners of the property, 7-Eleven, Inc., and the Long Beach Police Department, who the lawsuit claims knew of Clark’s history of aggressive panhandling and threatening people. 

A representative of the City of Long Beach could not be reached for comment.
