3:21pm | California Gov. Jerry Brown moments ago announced that his office and Democrats in the state Legislature have crafted a proposed state budget for the upcoming fiscal year that Brown finds acceptable.

The framework of the plan detailed Monday afternoon calls for $12 billion in what Assembly Speaker John Perez called “harsh, real cuts,” in addition to another $2.6 billion in trigger cuts. Brown said it reduces the state’s structural deficit by 75 percent and eliminates any carryover.

Republicans have not been part of the process, with Brown saying he “can’t get any Republican support.”

“We have come to some very important conclusions after some very tough talks,” Brown said Monday.
