P-T: City Council Rejects Second + PCH Development 5-3

8:50am | A City Council Majority has rejected the proposed $320 million Second + PCH Project by a 5-3 vote.  The Council deliberated for over 5 hours on the hotly contested item, and ultimately declined to affirm zoning and regulatory changes for the project.
