Herrera was struck and killed following an argument in North Long Beach near Orange Avenue and Market Street, police said Sunday.

Police said the driver of the red sedan, identified as Sokhorn Hor, 29, of Long Beach, was arrested on suspicion of murder shortly striking Herrera, when he collided into a parked car in the Rose Park area, near 10th Street and Obispo Avenue.

The incident began at 11 p.m. Saturday, Herrera was walking in the area when he got into an argument Hor, police said. Herrera was transported to a hospital, where he was pronounced dead.

Shortly after, officers spotted a possibly drunk driver near Signal Hill, at Temple Avenue and Willow Street, and attempted to pull the driver over. The driver fled, and collided into the parked car in the Rose Park area, police said.

Upon further investigation, it was determined this to be the same vehicle involved in the earlier hit and run, police said.
