Port officials call the new clean-air plan, “a victory for clean air,” according to the Los Angeles Times.  So why don’t organizations like the American Lung Association and the Natural Resources Defense Council approve of the move?

The plan will force the drivers of big rigs to maintain their vehicles rather than the shipping companies that hire them.  Many believe that this will lead to poorly kept vehicles that actually pollute just as much if not more due to the expenses needed to convert trucks to lofty standards.  

The plan also drew criticism for moving forward without partnership from the Port of Los Angeles, or the Los Angeles Board of Commissioners.

Perhaps even odder, why is the Press-Telegram blatantly in favor of the plan in this un-attributed Opinion piece, while calling it both “ambitious” and “progressive” in this News story.
