With the possibility of executions off the table for the foreseeable future under Gov. Gavin Newsom’s 2019 moratorium, advocates are focusing instead on narrowing the scope of when death sentences can be sought by prosecutors, plus other policies to make them a less normal part of the criminal justice system.
