New Affordable Housing Complex, Dedicated to At-Risk Populations, Proposed for Development in Central Long Beach

The Long Beach Community Investment Company (LBCIC), the body that oversees and administrates the City of Long Beach’s affordable housing funds, has voted to approve an negotiation with Long Beach-based LINC Housing Corporation for the development of a massive property at the southeast corner of Magnolia and Pacific Coast Hwy.

And the development will be dedicated to people who are experiencing or are at risk of experiencing homelessness.

This follows a citywide efforts to ramp up housing for at-risk communities, particularly those within the homelessness population—and that effort has seen slow though tangible outcomes. (Immanuel Place is nothing short of a stellar example of how affordable housing can be innovative and beautiful.)

The City pitched this property at the end of last year, with LINC being the approved company to handle the parcels at 469 W. 17th St., 1720-1770 Magnolia, and 469 W Pacific Coast Hwy.

LINC’s proposal include a 3-story, 56-unit complex that reserves one unit for an onsite manager and the other 55—all one-bedroom units—for its future residents. And the design is one that should be applauded: clean, contemporary, and mixed-use elements provide tenants not only a sense of stability but one of pride as well. If we treat our affordable housing design with the same dignity we provide toward market-rate designs, we will have a more cohesive city.

“The ground floor would feature 2,400 square feet of recreational and community-serving amenities, including ample service space for residents services staff, case managers, and supportive service programs,” read the staff report.

The negotiation is set for a six-month window that will allow the with the option to extend the negotiation should issues like funding feasibility arise. During the next six months, LINC will continue working with the LBCIC to finalize the project; in other words: the entitled, groundbreaking project might differ from the initial renderings proposed here.
