“An officer observed a trash can fire and when he went to extinguish it he observed human legs,” a police official said.
His body was found in the water on the morning of Oct. 3. Authorities say they’ve determined his death was an accident.
The body was found around 6 a.m. There weren’t any obvious signs of trauma, but homicide detectives are investigating.
